Hazard Communication: An SDS Program That Survives an Inspection
Right-to-know is only meaningful if a worker can actually find the information in the moment they need it.
Hazard communication is consistently among the most cited OSHA standards, and the citations usually are not for missing safety data sheets. They are for a program that exists on paper but does not function — sheets nobody can locate, secondary containers with no labels, and workers who have never been walked through either.
The four parts of a program
1. A written program. A document describing how your facility handles labels, safety data sheets, training, and how you inform contractors about chemicals they may encounter. Available to employees on request.
2. A chemical inventory. A current list of every hazardous chemical present, identified the same way it appears on the corresponding SDS. This is the piece most often out of date, because purchasing brings in new products without telling anyone with safety responsibility.
3. Labels and safety data sheets. Manufacturer labels stay intact and legible. Secondary containers get labeled. Sheets are readily accessible during every shift.
4. Training. Before initial assignment and whenever a new hazard is introduced.
Reading a GHS label
Under the aligned system, a shipped-container label carries six elements:
- Product identifier — the chemical name matching the SDS
- Signal word — "Danger" for more severe hazards, "Warning" for less severe
- Hazard statements — standardized phrasing describing the nature of the hazard
- Pictograms — red-bordered diamonds indicating hazard class
- Precautionary statements — handling, storage, first aid, disposal
- Supplier information — name, address, phone number
Workers should be able to look at a container and identify the signal word and pictograms without hesitation. That is a reasonable training benchmark.
The 16-section safety data sheet
Sheets follow a fixed order, which is the entire point — you can find the same information in the same place regardless of manufacturer. Sections 1 through 8 carry most of what a worker needs in the moment:
- Identification
- Hazard identification
- Composition and ingredient information
- First-aid measures
- Firefighting measures
- Accidental release measures
- Handling and storage
- Exposure controls and personal protection
Sections 9 through 16 cover physical and chemical properties, stability and reactivity, toxicological information, and regulatory data.
Train to the sections, not to the document. A worker splashed in the face needs Section 4 in under thirty seconds, not a general awareness that sheets exist.
Secondary containers
Transferring a chemical into a spray bottle, bucket or unlabeled jug is where most facilities lose compliance. Any secondary container must be labeled unless it is used immediately by the person who filled it and emptied by the end of their shift.
An unlabeled bottle on a shelf is both a citation and a genuine hazard — someone will eventually assume it is water.
Accessibility means accessible now
"Readily accessible" means during each work shift, without barriers. A binder locked in a supervisor's office on second shift does not qualify. Electronic access is acceptable, provided:
- Workers are trained on the system
- There is no barrier to access, including during a power or network outage
- A backup exists for emergencies
That backup provision matters. If your sheets are cloud-hosted and the network is down during a spill, you need another route to the information.
Training that is more than a signature
Effective HazCom training covers:
- Where the written program, inventory and sheets are located
- How to read a label and interpret pictograms and signal words
- How to find and use the relevant SDS sections
- The specific chemicals in that worker's own area, not a generic list
- Physical and health effects of those chemicals
- Protective measures, correct PPE, and emergency response
Train for the actual work area. A maintenance tech and a line operator face different chemicals and need different specifics.
Contractors
Your written program must describe how you inform outside contractors about hazardous chemicals they may be exposed to, and how they inform you about what they bring on site. In multi-employer facilities this is a frequent gap — and a frequent source of exposure incidents.
