Scaffolding: Competent Person Duties Before Anyone Climbs
Scaffold work puts a large share of the trades at height on a structure assembled fresh each time. That is why the competent person requirement exists.
Scaffolding is used by a very large share of construction trades, and unlike a permanent structure it is assembled new on each project by people under schedule pressure. That combination is why 1926 Subpart L puts so much weight on one role: the competent person.
What "competent person" means here
The definition is specific and has two halves. A competent person is capable of identifying existing and predictable hazards, and is authorized to take prompt corrective action to eliminate them.
The second half is where programs fall down. Naming an experienced foreman as the competent person and then overruling them on schedule grounds means the position is nominal. If the designated person cannot stop scaffold work without asking permission, the requirement is not met.
The competent person is responsible for supervising erection, moving, dismantling and alteration, for selecting qualified erectors, and for determining feasibility of fall protection during erection and dismantling.
Inspection before each shift
Scaffolds must be inspected by the competent person before each work shift and after any occurrence that could affect structural integrity — a strike by equipment, high wind, heavy rain, an overload event, or any alteration.
A green tag hung during erection three weeks ago is not a shift inspection.
What to check:
- Base plates and mud sills bearing on firm, level ground; screw jacks not overextended
- Plumb, level and square; bracing complete and in place
- Planking fully decked, properly overlapped or cleated, free of visible defects
- Guardrails, midrails and toeboards present where required
- Ties, guys and braces installed at the required intervals for the height and width
- Safe access in place — and not the frame itself unless it is designed for climbing
Fall protection at ten feet
For scaffolds, the trigger height is 10 feet above a lower level, not the 6 feet that applies to most other construction work. Crews moving between general construction and scaffold work need that difference made explicit.
Guardrail systems are the standard approach on supported scaffolds. Suspended scaffolds require personal fall arrest in addition to guardrails.
Platform construction
Small details drive a real share of scaffold falls:
- Platforms fully planked between the front upright and the guardrail support
- The gap between the platform edge and the uprights no more than one inch, with limited exceptions
- Planks extending over their end support by at least 6 inches and no more than 12 inches, unless cleated or restrained
- Platforms overlapped only over supports, and by at least 12 inches
- Working platforms at least 18 inches wide, with narrower allowances only where the work genuinely will not permit it
Capacity
Scaffolds must support their own weight plus at least four times the maximum intended load. Suspension ropes and hardware carry a six-to-one factor. Loading a platform with brick or block without knowing the rated capacity is a common and serious error — masonry loads accumulate faster than crews estimate.
Scaffolds over 125 feet in height must be designed by a registered professional engineer.
Access
Workers must have safe access when a platform is more than two feet above or below a point of access. Cross braces are not access. Acceptable means include ladders, stair towers, ramps and integral prefabricated frames specifically designed for climbing.
Electrical clearance
Maintain required clearance from energized power lines during erection, use and dismantling. Scaffold components are conductive, they get handled at height, and contact is frequently fatal.
Training
Under 1926.454, anyone working on a scaffold must be trained by a qualified person to recognize the hazards and understand procedures for controlling them. Erectors and dismantlers require additional training on the specific type in use. Retraining is required when conditions change or when performance indicates a gap.
The morning question
Before the first worker steps on: has the competent person inspected it this shift, is it fully planked, are the guardrails up, and is there real access? Those four cover the majority of what goes wrong.
